ntfy (pronounced notify) is a simple HTTP-based pub-sub notification service. It allows you to send notifications to your phone or desktop via scripts from any computer, and/or using a REST API. It's infinitely flexible, and 100% free software.
This module only works for admin staff and doesn't work for your clients.
The unofficial Ntfy notifications module for WHMCS gives you the ability to receive notifications with setting rules that you can set up from the notifications section in WHMCS admin area. From the notifications section, you can create a new notification rule. You can select a rule name and choose an event. Additionally, you may select multiple events within any given event category, such as ticket, invoice, order, service, domain, and API. You can apply some conditions to the notification to restrict when the rule is executed.

I opened a support request on their site months ago, the product has not been activated yet, it is a waste of time, I definitely do not recommend it.
